This study investigates the institutional logics of functioning of Brazilian federal professional education over the period from 1993 to 2018. This time frame is justified by the little attention to the study of institutions in the history of the present time. To achieve this goal, the theoretical-methodological contribution of historical institutionalism is used. Such an approach is uncommon in studies in Brazilian public education. The reference to the legal repertoire of professional education was used as a historical source for data analysis, which serve as an interpretative instrument of the conflicts of power between the institutional agents of the sector. The elaborated narrative points out that the institutional changes and permanencies depend on the directions provided by the governments in office and their respective political-economic interests, and the approach of historical institutionalism allows us to critically understand the dynamics of reforms and counter-reforms in a temporal context, thus unveiling the institutional logic of the bureaucratic state from one of its most pressing organizational fields. At the end of the work, an epitome of it is presented, outlining its limits and indicating future horizons of investigation.
